History of IPC

In the year 1993, the year when free India for the first time was made to embark by the then ruling Congress party (INC) onto the path of copying the economic liberalization coupled with the western way of life without realizing its catastrophic future consequences on her national life, a few young persons felt concerned about the impending future of this country. They got together in New Delhi to discuss these issues and the ways and means, and requisite precautions, which could be taken to check these wrong steps.

This discussion was held in the light of an understanding of those who gathered there of the then prevailing conditions of the world in general and of India in particular. The concerns that were thought necessary to be addressed by this gathering were later on got incorporated in the Party’s first document – Manifesto – titled “Indian People’s Congress: Ek Parichaya” or An Introduction to Indian People’s Congress. This manifesto was published in December 1993. The opening pages of that Manifesto put a light on those issues and concerns.

The statements made in 1993 in that manifesto are as relevant today as they were then in 1993. They are the raison d’être of Indian People’s Congress and need recapitulation here.

The Party manifesto pithily observed that there were many times in the past during the course of human history that civilizations of nations were put to stress but at that time those threats were limited to only those few countries or nations; in the connected world today our civilization is under stress but this time there are clear signals that this danger to human civilization would be more wide and destructive; that this time the entire human race may come under this threat and the very presence of life on Earth may be put at stake. It was observed that while the prevalent – the old – civilization had become without substance, and was on the death-bed, and was unable to solve the human problems, there is no sign of any new civilization in sight which could take its place; that our future depends on crafting a viable and better civilization.         ” प्रकर्ति का रहस्य बड़ा रहस्य पूर्ण है; चाँद, सितारे, पृथ्वी, जीवन, मानव सभी कुछ अनूठे रहस्य से भरे हैं।  ऐसे रहस्य जो मधुर आश्चर्य हैं; जो बुद्धिमानो में बच्चों जैसा कौतुहल जगाते हैं; जो सभ्यताओं को जन्म देने वाले अग्रदूतों, वैज्ञानिकों और महापुरषों को पैदा करते हैं।  इन रहस्यों में सबसे अधिक रहस्य पूर्ण हैं: मानव और मानव जाति की विकास यात्रा।

         “काल चक्र के पथ पर, जिसे हम इतिहास कहते हैं, बहुत सी सभ्यताएं उभरी हैं और नष्ट हुईं हैं। उन सभ्यताओं के समक्ष कई बार संकट के भयावह क्षण आये।  कई बार उन संकटों को हल कर लिया गया और कई बार उनको हल नहीं किया जा सका और वे नष्ट हो गईं।  लेकिन हर बार वे सभ्यताएं केवल कुछ जातियों या राष्ट्रों तक ही सीमित रही थी।  आज एक बार फिर हमारी सभ्यता के संकट ग्रस्त होने के स्पष्ट संकेत मौजूद हैं।  यह संकट पहले से अधिक व्यापक और संहारक होगा।  समूची मानव जाति इस संकट की चपेट में आ सकती है और पृथ्वी पर जीवन का अस्तित्व ही दांव पर लग सकता है।

“आज का संकट उस मानव के पतन का संकट है जिसके हाथ में जन संहारक शस्त्र हैं ; यह उसकी सभ्यता के पतन का संकट है।  यह उस संधिकालीन युग का संकट है जहाँ एक ओर तो आधुनिक सभ्यता अपने सार रूप में जर्जर हो कर अपने जीवन के सांध्यकाल में पहुँच गयी है लेकिन दूसरी ओर एक ऐसी बेहतर और नयी सभ्यता जन्म नहीं ले पाई है जो पुरानी का स्थान ले सके। इस संकट के निवारण पर ही मानव जाति का भविष्य निर्भर करता है।

“आज की दुनिया को विज्ञानं ने सचमुच ही एक छोटा सा गाँव मात्र बना कर रख दिया है।  संचार से लेकर युद्ध, पर्यावरण, व्यापार, संस्कृति आदि तक कोई भी देश शेष दुनिया से कट कर अलग थलग नहीं रह सकता।  जो राष्ट्र और संस्कृतियाँ मानव जाति की समस्याओं को समझने और उनको हल करने में जागरूक हो कर पहल करेंगे वे दुनिया को रास्ता दिखायेंगे और मानव जाति  के भविष्य को अपनी समझ, आकांक्षाओ और मर्जी के मुताबिक़ गढ़ेंगे और जो देश अपने अंतर्विरोधों और झगड़ों में उलझे रहेंगे उनके लिए इसके अलावा और कोई दूसरा विकल्प नहीं होगा कि वे दूसरों की बनायी सभ्यता , संस्कृति और विश्व व्यवस्था में अपने आप को ढालें।

“पिछले सौ वर्षों में पश्चिमी देशों द्वारा की गयी प्रगति ने हमारी दुनिया को अभिभूत कर दिया है और उनकी सभ्यता आज मानव जाति की सभ्यता बन गयी है।  उनकी संस्कृति के मानदंड और कीर्तिमान पृथ्वी के एक कोने से दूसरे कोने तक मान्य हैं।  हमारे सभ्य होने की पुष्टि उस संस्कृति की अवधारणाओं से माप कर होती है।  स्वतंत्रता, समानता, धर्म निरपेक्षता, प्रजातंत्र, मुक्त स्पर्धा, भोगवाद  और समाजवाद जैसे बौद्धिक अवधारणाओ को नितांत पवित्र, शाश्वत सत्य  और सर्वश्रेष्ठ माना जाता है। उनकी अपूर्णता की ओर इंगित करने का अर्थ असभ्य संस्कृति का प्रतीक मात्र है।

“पश्चिमी सभ्यता, जिसे आधुनिक सभ्यता कहा जाता है, की ये ऊँची अट्टालिकाएं – ये बौधिक अवधारणाएं – वास्तव में पूर्वी देशों – जिन्हें आज पिछड़ा कहा जाता है – की सभ्यता के खंडरों पर निर्मित हुई है। अपने स्वर्ण काल में पूर्वी देशों की वह सभ्यता गौतम बुद्ध, महावीर और जितेन्द्रिय ऋषि मुनियों आदि के रूप में मानवता  के शास्वत, सार्वभोमिक और उच्चतर मूल्यों का प्रतिनिधित्व करती थी, लेकिन आज उस सभ्यता के खँडहर मात्र शेष बचे हैं। आज ये पूर्वी देश अपने उन खंडहरों चिपके हैं। ये देश अपनी सभ्यता के खंडरहित अवशेषों – धर्म, मंदिर, मस्जिद, जाति, दहेज़, पर्सनल क़ानून, जेहाद, धर्म  राज्य आदि आदि – को अभी भी सीने से लगाये बैठे हैं।  लेकिन सभ्यता के ये खँडहर फिर से वही अट्टालिकाएं नहीं बन सकती; वह पुरातन सभ्यता फिर से आधुनिक मानव की गौरव पूर्ण सभ्यता नहीं बन सकती।  प्रकर्ति आगे के ओर बढ़ती है, पीछे की ओर नहीं लोटती। अब वह सभ्यता मृत सभ्यता है।

“लेकिन पश्चिमी देशों की सभ्यता – आज की तथाकथित आधुनिक सभ्यता – भी अपने वर्तमान वैभव के बावजूद अब बहुत दिनों तक मानव-सभ्यता नहीं बनी रह सकती।  आज की सभ्यता पतन के कगार पर खडी है।  इसके स्थान को लेने के लिए एक बेहतर , गंभीर और सशक्त सभ्यता को जन्म लेना है।  नयी सभ्यता के जन्म की प्रक्रिया युग परिवर्तन के आन्दोलन की प्रक्रिया होगी।  यह मानव के गहनतम और अंतस्थल के मनोवैज्ञानिक मर्मों और रहस्यों को उजागर करने और उनके अनुसार सांस्कृतिक मूल्यों को गढ़ने की प्रक्रिया होगी।  नयी सभ्यता की स्वर्णिम अट्टालिका उन्ही मूल्यों और मानदंडों से निर्मित होगी।

“लेकिन अभी रात्री का अन्धेरा है। सवेरा होने में अभी कुछ देर है।  मानव मन की गहराईयों में आधुनिक सभ्यता के प्रति एक अस्वीकृति का भाव है ; उसके मनोवैज्ञानिक अस्तित्व के अंतस्थल में एक छटपटाहट और बैचेनी है।  ये भाव ही नयी सभ्यता के जन्म लेने की तैयारी के संकेत हैं।  नयी सभ्यता के जन्म को संभव बनाने के लिए आधुनिक विज्ञान उर्वर भूमि तैयार करने में लगा है।  आधुनिक सभ्यता के इस संकट काल में – दो सभ्यताओं के इस संधिकाल में – विज्ञान और उसके द्वारा उद्घाटित सत्य ही अस्थिर मानव-मन के लिए सहारा और आशा की किरण हैं।

“इस युग परिवर्तन की बेला में, आओ , हम भारतवासी जागृत हों, संगठित हों और पहल करें राष्ट्रीय और अंतरराष्ट्रीय स्तर पर मानव जाति के भविष्य को गढ़ने में, नयी बेहतर और स्वर्णिम सभ्यता के स्थापन में !

“इन्ही परिस्थितियों के परिपेक्ष में आधुनिक युग की ऐतिहासिक मांग को पूरा करने के लिए इंडियन पीपुल्स कांग्रेस की स्थापना की गयी है।

With this understanding Indian People’s Congress was formed. It was got registered on 30th March, 1993 with the Election Commission of India.

The party, referring to the then prevailing conditions of national poverty and political opportunism, said that the political leaders of the country had committed a breach of trust of the Indian people, that there was looming danger of foreign economic and cultural slavery and that the country was moving towards a situation of internal alienation of different sections of people. It said:

” इंडियन पीपुल्स कांग्रेस की स्थापना:part picture 1 ऐसी हालात में , इस बात की जरूरत महसूस की गयी कि एक ऐसा राष्ट्रीय मंच बनाया जाना चाहिए जो इन सभी समस्याओं पर निष्पक्षता के साथ , बुद्धिमत्तापूर्ण तरीके और खुले ढंग से राष्ट्रीय स्तर पर विचार कर सके और जो इन समस्याओं को सुलझाने के लिए राष्ट्रीय स्तर पर योजनाबद्ध तरीके से कार्य कर सके।  इन्ही विचारों से प्रेरित हो कर और देश के हित को ध्यान में रख कर इंडियन पीपुल्स कांग्रेस की स्थापना की गयी।

निष्ठावान लोगों का मंच : इंडियन पीपुल्स कांग्रेस सभी नेक , विचार शील और जिम्मेदार लोगों का एक खुला मंच है।  इस मंच पर उन सभी लोगों का स्वागत है जो देश के सामने और अन्तत दुनिया के सामने ई अभूतपूर्व समस्याओं और संकटों पर खुले मन से विचार करना चाहते हैं और निष्ठा और ईमानदारी से उन समस्याओं और संकटों को सुलझाने के लिए सामाजिक जीवन में आना चाहते हैं और कार्य करना चाहते हैं।”

The position of the party on all these issues at that time was reflected in its manifesto, “Indian People’s Congress – ek parichaya (Indian People’s Congress – an introduction)”.

Indian People’s Congress – An introduction – The first manifesto of the Party

The first and the foremost issue before the party was: How should one approach politics? The very word ‘politics’ brings out a bad image in one’s mind. It was observed,

“राजनीति का उद्देश्य बदलें : भारत में आज राजनीति एक दिशाविहीन और उद्देश्य रहित व्यवसाय है।  राजनीति में वे सभी लोग आते हैं जिनके सामने अपने जीवन का कोई उद्देश्य नहीं है।  ऐसे लोगों का अपना व्यक्तिगत आंतरिक जीवन भी अव्यवस्थित होता है।  ये नेता न तो किन्ही आंतरिक प्रेरणाओं को पूरा करने के लिए राजनीति में प्रवेश करते हैं और न ही इनके सामने समाज को और उससे भी बढ़ कर मानव जाति को किन्ही उच्च्तर लक्ष्यों की तरफ ले जाने का कोई कार्यक्रम होता है। आज के अधिकांश राजनीतिक नेता बहुत निम्न स्तर का जीवन जीते हैं।  उन्हें अपने मनोवैज्ञानिक भावों को विश्लेषण करने और उन भावों को सही दिशा में मोड़ देने का न तो समय होता है और न ही इच्छा होती है।  ऐसे में राजनीति एक बहुत घटिया स्तर का व्यवसाय और पाशविक प्रवृत्तियों को संतुष्ट करने का एक साधन मात्र बन कर रह गयी है।  क्योंकि राजनीति का सम्बन्ध सत्ता और शक्ति से होता है इसलिए निम्न मनोवृति के लोग राजनीति में इसलिए आते हैं कि वे धन, ऐश्वर्य और शक्ति को प्राप्त कर सकें।  इस तरह से भारत में आज चोर, डाकू और बदमाशों की मनोवृति रखने वाले लोगों के लिए राजनीति एक आदर्श व्यवसाय बन गयी है।”

But how could a change be brought about in this dismal situation? How the politics of this new political party was to be different from the whole-lot of political parties, which were presently occupying the dominant space of the polity of this country?

On this question, it was said,

“आत्मिक रूप में जागृत व्यक्ति राजनीति में आएं : राजनीति को एक घिनोने व्यवसाय की श्रेणी से निकाल कर मानव विकास के एक यंत्र के रूप में स्थापित करने के लिए यह जरूरी है कि भारत में राजनीति में पूर्ण परिवर्तन लाया जाय।  राजनीति में ऐसे लोगों का पदार्पण होना चाहिए जो अपने अस्तित्व के विषय में आत्मिक रूप में सजग और सचेतन हों।  ऐसे लोगों को यह ज्ञान होना चाहिए कि मानव एक विकास करता हुआ प्राणी है।  उन्हें यह सत्य स्पष्ट रूप में मालूम होना चाहिए कि मानवजाति विकास के उच्चतर लक्ष्यों को प्राप्त करने की ओर बढ़ रही है।  राजनीति में आने वाले लोगों को आंतरिक रूप में सचेतन मनुष्य बनना चाहिए।  यदि ऐसे लोग यह जान लें कि मनुष्य के अंदर चेतना के भौतिक स्तर के अतिरिक्त प्राणिक , मानसिक  और आत्मिक स्तर भी होते हैं तो वे लोग अपनी भौतिक और प्राणिक मांगों को पूरा करने के लिए यानि धन , ऐश्वर्य , सत्ता को हासिल करने के लिए राजनीति में नहीं आएंगे।  भारत में आज इतनी गिरावट होने के बावजूद भी ऐसे आत्मसचेती लोग विद्यमान हैंऔर भारत को गन्दी राजनीति की दलदल से निकालने के लिए उन्हें आगे आना चाहिए।”

Logically, the next question was: What is the purpose of this whole efforts? What is the purpose – or the utility – of bringing the spiritually conscious people into politics? Ultimately, what for? Is there any purpose or goal of this proposed exercise and a political party?

Yes, there is a purpose and there is a goal. This goal is sublime in its worth. This goal is for the good of all humanity. This goal is nonpartisan. It is not nationalist in its content. It is for the evolutionary cause of humanity; it is geared towards the spiritual uplifting of humans as a race.

It was said,

“अगली मंजिल – ऊंची चेतना के लोगों का समाज : पृथ्वी पर जीवन के उद्भव और उसके बाद कीड़े – मकौड़ों से लेकर पशु तक और पशुओं से लेकर इंसान तक की एक बहुत ही मनोरम गाथा है।  यह जीवन की एक कूच यात्रा के समान है।  जीवन का विकास इंसान पर पहुँच कर रुक नहीं गया है।  वह आगे भी जारी रहेगा।  जिस तरह से इंसान के पास एक तार्किक बुद्धि है जोकि पशु के पास नहीं है उसी तरह से मानव से अगली जाति के पास एक ऐसी बेहतर क्षमता होगी जो इंसान के पास नहीं है।  उस क्षमता को कोई नाम देना व्यर्थ है क्योंकि अधिकांश लोग उस क्षमता के बारे में कल्पना नहीं कर सकते।  ऐसा नहीं है कि अभी तक वह क्षमता किसी इंसान ने हासिल न की हो।  मानव इतिहास में बहुत से व्यक्तियों ने वह क्षमता हासिल की है।  ईसामसीह , महात्मा बुद्ध , श्री कृष्णा , निजामुद्दीन औलिया , मीरा बाई, फरीद-उद्दीन गंजसक्कर  , रामकृष्ण परंमहंस , विवेकानंद , श्री अरविन्द आदि बहुत सारे व्यक्तियों ने उस बेहतर क्षमता को प्राप्त किया है।  लेकिन फिर भी अधिकांश मानव जाति उस क्षमता से अनभिज्ञ है।  इसके बावजूद भी मानव जाति जाने अनजाने में उसी बेहतर क्षमता को प्राप्त करने के लक्ष्य की ओर अग्रसर है।

इंडियन पीपुल्स कांग्रेस की राजनीति और कार्यक्रम भारतीय जनता को उसी बेहतर क्षमता के उच्चतर लक्ष्य की ओर ले जाने के प्रयत्न हैं।  इसके लिए , पहले कदम के तौर पर सर्व प्रथम तो यह जरूरी है कि भारत में सच्चा प्रजातंत्र कायम हो।”

By bringing changes on these lines in the nuts-and-bolts of the country’s political work-space, it was pointed out that politics can be transformed from a mundane business of getting and enjoying power into a sublime effort of a people to raise humanity’s collective consciousness towards higher and divine goal. It was said,

“राजनीति एक गरिमा पूर्ण सेवा बन सकती है : लेकिन राजनीति एक व्यवसाय नहीं है।  राजनीति मानव समाज को नियन्त्रित करने का और उसे किन्ही आदर्शों की ओर ले जाने का सबसे ताकतवर यन्त्र है।  राजनीति और राजसत्ता ऐसे सामाजिक यन्त्र हैं जिनका भारतवासी आगामी विकास की मंजिल को हासिल करने में उपयोग कर सकते हैं।  यदि राजनीति को किन्ही उदात्त लक्ष्यों को हासिल करने का साधन बना लिया जाये तो राजनीति एक गौरवपूर्ण सेवा ही नहीं बल्कि उच्चतम कोटि के इंसानों का एक गरीमापूर्ण और साहसिक प्रयत्न बन सकती है।”

These persons, while being aware of the humanity’s natural spiritual evolutionary course, were acutely mindful of the adverse effect of the Western model of capitalist civilization on the course of this spiritual evolution. They were keen students of history and knew very well that once national and international money and money-holders were allowed a free hand to do in India whatever they wanted to do with their money power, this country – the cradle of mankind’s wisdom – would be transformed within no time into a stinking human-mass wherein society would be merely a market, humans nothing but the consuming animals, and everything else would be only  a sale-able commodity.

These persons were of their studied view that though a society propelled on the path of its economic progress by allowing private capital to take initiative –  to invest and progress – was better than the agricultural model of economic progress, or even a society controlled by a few political leaders, still the private-capital economic model was neither viable in long run nor sustainable for ever; that the private capital, from the very beginning, needed to be checked in a transparent manner and by democratic means.  They knew very well that private capital initiative is fueled by the motive of earning profit and, given the human nature, this motive to earn profit knows no limits. Such a model is bound to create a small group of humans whose thirst for money/wealth/profits would not be quenched even by the possession of whole Earth and the exploitation of its riches. They were aware that not only Earth and entire its riches would turn out to be too small for their greed, but also by their reckless economic activities Earth itself would be turned into a barren land without ecological balance and without any resources left for the future generations.

They were well aware that this sick society will be touted by the national and international big-money as the dazzling progress made by India leaving no scope for teeming millions’ voices demanding justice, equity, peaceful life, human values etc. They came to the conclusion that the only way to avert this national disaster was to somehow awaken the Indian people about the impending danger and to show an alternative and viable path that was better from the point of view of justice and human progress than the proposed path of a market controlled society.

In a truly prophetic manner, the party sketched then in 1993 itself the course that was being proposed by the economic super-powers of the world and their collaborators in India, and the inevitable end destination of this course for India.

Keeping these realities of our world in view, a call was made to ordinary Indians to awake in this era of momentous change, to organize themselves, to take a lead at the national and the international levels to shape a better future for humanity and to help craft a golden civilization for all of us.party z 1

The Party, keeping these realities in mind, took a clear position on this proposed wrong political course and opposed this path dictated by the economic super-powers, which had already led the humanity towards an international order wherein human society was reduced into nothing but a market, humans turned into nothing but consuming animals, and everything else having to do with humans was made a mere commodity that was saleable in this market.

Indian People’s Congress cautioned that in such a situation India would have no choice but to either get entrapped and engulfed in this sinister economic whirlwind, which was nurtured and pumped in by the western economic powers, or to get herself free from this snare and that it can only be done by India by taking a firm and principled stand in opposition to this sinister economic game and by making her position clear on this count. The only way for India was to progress rapidly on its own terms through an iron-disciplined democratic control of national and international investment in her economy.

The Party advocated that India should come out of her decades-old stupor of corrupt rule; put her national house in order by making a fair approach to safeguard the economic interests of India as a nation, of the weak and the exploited lot, and by showing her example of a path that was better than the proposed one, was progressive in nature and just to the exploited and agonizing people’s world over.

The Party’s clear stand was that its ideology should explain to the humanity in plain and simple way that her evolutionary destination was of a supra-human nature and not of a degrading consuming animal. The Party held the opinion that this path towards life’s evolutionary destination passed through the check-posts of social justice, economic justice, and real democracy of the poor people of a country who are always in majority. The Party held the position that in a democracy the majority should over-rule the minority to resolve the irreconcilable differences and that majority consisted in poor, uneducated and exploited lot of any country, while the rich and moneyed-men were in minority.

While the Party was against the uncontrolled Capitalism, it was not in favor of Socialism or Communism either. The Party was of the view that machines could be the boon or the bane of mankind and it depended on the purpose of the use of these machines to which they were put to.

If these are used to  earn unlimited profits for private individuals, they would prove the curse of people; and if they are used to lessen the human working energy, they would turn into their greatest friends. There was no place for people’s unemployment if machines are used this way.

The Party, with its limited resources, carried out its public activities with the object of educating public and rallying them around this ideology of the organization.

The Party established friendly relations with other like-minded organizations and entered into collaborations with them. It led marches and rallies on its own and in collaboration with other like-minded organizations.

Indian People’s Congress, despite being a young organization and working without much means in a corrupt political environment dominated by big-money, was able to make its impact felt on the people’s psyche to some extent.

The Party, with its limited resources, carried out its public activities with the object of educating public and rallying them around the organization.

In international field the Party was well aware of the need of a just international order under the flag of United Nations Organization. It took a strong stand against hegemony of the single most powerful country of the world in the international affairs and against creating international chaos and disorder by her conduct. One would well remember that the Party in 1993 itself – much before the Iraq invasion – warned the world against the impending threat to the world-order under the international law and the possibility of the misuse of its military power, which warning proved prophetically correct by the future events.

The life of Indian People’s Congress may be divided into three phases. In the first phase it embarked on the policy of not setting up its own party candidates in electoral fray but to help people to elect good candidates.

In March, 1998 in pursuit of this policy the party resorted to mass mobilization in villages and cities. The party held public meetings and rallies. For mobilizing the people, the Party coined powerful and apt slogans in tune of its philosophy and programs and raised them in public meetings.

In March, 2003 the party made appraisals of the result of its work done over the last ten years of its life and analysis of the efficacy of its policy.

On making the in-depth study of the subject and sincere soul-searching the party came to the conclusion that this policy of non-participation in elected bodies was flawed for the reason that unless the party was in a position to raise its voice of sanity in the people’s elected bodies it could not influence the course being followed by the country. It was also admitted that the Party should make an-depth study of the Indian society ridden by caste-system and identify the social forces which would work as the engine of change.

The party made self-criticism, accepted its mistake and corrected its stand in pursuit of its aims. The party decided to conduct a study of the Indian society and in the light of the outcome of its study to launch mass awakening campaigns about the correct path for India, to win people’s sympathy for the party’s vision of a new India, to mobilize them under the banner of the Party and to seek their votes. The need of an in-depth party literature was also acutely felt.

This step of the policy-correction could be called the second phase of the life of Indian People’s Congress.

It was admitted by one and all in the Party that it might have good intentions about India but it had no serious literature to support these good intentions. It was also frankly admitted that in the absence of such a literature based on an objective study of the Indian society, there was no justification for a party like Indian People’s Congress, which claims to have a clear and valid vision for a new India in the emerging global order, to engage in national politics in a casual and light-hearted manner.

Therefore, it was decided that the Party should take immediate steps to correct these flaws and commission a work in this direction.

In this connection, the most crucial aspect was of finding a competent person to whom this task could be entrusted. The second aspect of the problem was of deciding the nature and scope of the work to be undertaken.

Finally, it was decided that the party should bring out a comprehensive and objective document dealing with these subjects:

  1. What is the objective and scientific outlook of the Party to see and study things and problems;
  2. In the light of this outlook, what is the validity of things that India stood for in her history of thousands of years;
  3. What is the relevance of this approach based on time-tested wisdom in solving the problems that modern India and the humanity at large is faced with today;
  4. What is the caste-dynamics in India today and how this dynamics could be tapped-in to bring a change in the right direction in this country;
  5. What is the economic mechanism working in India, which is producing exploitation of the poor by the rich and an ever-widening wealth gap between them;
  6. How in India the democracy – the rule of the majority – is being hijacked by money-power and the rule of the minority of the rich is being foisted;
  7. What is the way out for redeeming Indian democracy from the clutches of money-power;
  8. What is the way out for economic-liberation of the exploited Indian people in a peaceful and democratic way;
  9. What is the correct path that a new India of the Party’s vision stands for and how this path is different and better from the one that she is made to follow (by copying the west) today;
  10. What is the validity of this alternative path of time-tested wisdom compared to the path chosen by the west, which too is time-tested with a fearful evil consequences;
  11. What is the future of mankind on the life’s evolutionary path and what is the contribution that a spiritual India can make towards shaping this future, if she chooses the path as proposed by the Party;
  12. In the light of this new approach proposed by the Party, how India has fared throughout her long history.

Preparing such a comprehensive document called for the deep study of modern science, metaphysics, materialism and spiritualism, history, economics, politics, society and human evolution in general. It was not a mean task to accomplish.

This important task was entrusted to Mr. Shreepal Singh, one of the founding members of the party and a member of its Central Committee. He undertook the task of study and came out in 2007 with a brilliant document, which was published as a book under the title “The Story of True India” and which is now available on this website under the caption: “Vision Document“.

The party notes with satisfaction that the scope, depth and concerns of this document reflect the genuine aspirations of the people of India in particular and the Peoples living in different countries of the world in general. This document also brings out to the fore that India as a country has the potential to lead a world-wide spiritual revolution, only if she is steered onto the correct path.

This document is the ideological vision of Indian People’s Congress. This Vision Document provides raison d’être of the party and the guidance for bringing a peaceful change in society for a just and bright future.

In pursuit of its new policy, Indian People’s Congress in 2008 decided to set up its Party candidates for being elected to the people’s representative forums from Village Panchayats to Indian Parliament. The Party in 2008 fielded its two candidates for the general election to the Rajasthan Assembly from 13-Bikaner West and 74-Nadbai Assembly Constituencies. In our present electoral system money distorts a fair electoral process. They got 0.15 % and 0.13 % of total polled votes respectively.

Keeping in mind the ill-effect of money on a fair democratic electoral functioning, it was decided by the party that, instead of following the route of corrupt money, Indian People’s Congress should utilize the information technology to approach the people and in this way try to defeat the money-power in politics. This may be termed as the third phase of Indian People’s Congress.

In this phase, it was decided that the party should rely on the strength of information technology, should be completely decentralized and composed of net-based supporters, sympathizers, think-tanks and advisors.
